Planning & Development Act 2024 Part 3 Training – Plans, Policies & Related Matters

This webinar, hosted by the OPR in conjunction with the AILG, was delivered to provide Elected Members with a practical understanding of Part 3 of the Planning & Development Act 2024 and set out how the Act reinforces a plan led approach through clearer policy hierarchies and revised development plan requirements.

The Planning & Development Act 2024 was signed into law in October 2024 and is being commenced on a phased basis. Part 3 of the Act, which relates to plans, policies and related matters, was commenced at the end of 2025.

  • outlining the overall policy intention of Part 3, particularly with respect to development plans,
  • setting out the practicalities of development plan preparation, content and adoption under the new Act, and
  • detailing the revised role for tertiary-area based plans (Local Area Plans under the 2000 Act).
