Technical Glossary

The glossary is intended as a technical aid when reading through material hosted on the OPR’s online Planning Library. It aims to serve as an introductory guide to planning terminology and related issues. The definitions included within this glossary should not be considered as legal statements, statutory definitions or interpretations of planning and environmental law. 

The glossary is currently divided into four key themes: Planning and Governance, Environment and Climate, Architecture and Built Heritage and Engineering and Specialised Terminology. This glossary is not exhaustive and the OPR would welcome suggestions in relation to relevant material which could be included within the collection. Please forward any suggestions to info@opr.ie.

The Planning and Development Act 2024 was signed into law on 17 October 2024. The Act is being commenced on a phased basis to facilitate a smooth transition from the existing legislation to the new legislation. It is important to note that transitional arrangements are in place. This means that certain elements of the work of the OPR remain under the previous legislation during this time.

This website will be updated at the earliest opportunity to correspond with the commencement of the various Parts of the Act.
