Elected Members Training - June 2026
New Legislation & Planning In Practice

This planning training, hosted by the OPR in partnership with the AILG, was delivered through two in-person events, held in Waterford City on 18 June and Athlone on 20 June, and included information sessions for Elected Members on the Planning & Development Act 2024 and the practical delivery of planning policy by local authorities.

Session 1: New Legislation

The Planning & Development Act 2024

Presented by Deirdre Scully, Former Dublin City Council Planning Officer (delivered at both events)

This session provided an overview of the Planning & Development Act 2024, including its purpose, implementation status and key reforms. It explored significant changes such as the introduction of 10-year development plans and the new framework of Priority Area Plans, Urban Area Plans and Coordinated Area Plans. The presentation also considered the implications of these changes for the planning-related functions of Elected Members.

Session 2: Planning in Practice

This session was delivered by the local planning authority at each event and examined how planning policy and regeneration initiatives are being implemented at local level.

Planning in Practice: Waterford City & County Council

Presented by Morris Conway, Senior Architect and Aisling O’Sullivan, Senior Planner, with closing remarks from Ivan Grimes, Director of Planning (delivered at the Thursday event)

  • Delivery of planning policy and regeneration initiatives across Waterford City and County.
  • Measures addressing vacancy and dereliction.
  • Progress on the North Quays Strategic Development Zone, heritage-led regeneration and public realm projects.
  • Planning and regeneration initiatives in towns including Tramore and Cappoquin.

Planning in Practice: Westmeath County Council

Presented by Cathaldus Hartin, Senior Planner (delivered at the Saturday event)

  • Delivery of planning policy and development initiatives across Athlone and County Westmeath.
  • Key infrastructure projects, including flood defence and drainage schemes.
  • Urban regeneration and public realm investment projects.
  • Planning and regeneration initiatives in towns including Mullingar, Moate and Castlepollard.

The Act is being commenced on a phased basis to facilitate a smooth transition from the existing legislation to the new legislation. It is important to note that transitional arrangements are in place. This means that certain elements of the work of the OPR remain under the previous legislation during this time.
