Consultation on the OPR Strategy Statement 2026-2031

The OPR is developing a new Strategy Statement and wants to hear from you.

Planning is important to all citizens. There have been significant changes to the planning system in recent times, including the introduction of the Planning and Development Act 2024. The OPR’s new strategy will reflect our expanded statute under the provisions of the 2024 Act and update the vision for the organisation.

We are currently developing a new five-year Strategy Statement and want to hear from interested parties.

About the OPR

The Office of the Planning Regulator (OPR) is an independent regulator established in April 2019 to oversee the planning system and drive continuous improvement in how planning is delivered in Ireland.

The OPR supports Ireland in developing sustainably. We do this by supporting local authorities, elected representatives, and An Coimisiún Pleanála in their roles in planning. These are the tasks we do to achieve this:

  • Independently assessing local authority and regional assembly forward planning
  • Reviewing planning bodies’ systems and procedures
  • Examining complaints about the overall planning system
  • Conducting topical research on planning matters
  • Providing training for those working in the planning system
  • Increasing public awareness of planning

The Planning and Development Act 2024 was signed into law on 17 October 2024. The Act is being commenced on a phased basis to facilitate a smooth transition from the existing legislation to the new legislation. It is important to note that transitional arrangements are in place. This means that certain elements of the work of the OPR remain under the previous legislation during this time.

This website will be updated at the earliest opportunity to correspond with the commencement of the various Parts of the Act.
