Section 28 Guidelines NPF Implementation: Housing Growth Requirements
The Department of Housing, Local Government and Heritage published the NPF Implementation: Housing Growth Requirements Guidelines for Local Authorities in July 2025.
These guidelines were prepared by the Minister following the approval of the Revised National Planning Framework (NPF) in April 2025, which sets out a need to plan for the delivery of approximately 50,000 additional homes per annum to 2040.
As a first step, the Chief Executive of each local authority must prepare a report for the elected members outlining the proposed approach to addressing the updated housing growth requirements. Following this, where required, the local authorities will undertake a process whereby they vary their city or county development plan by way of a public consultation process. Local authorities may address these guidelines through a single or multiple variations.
The below table provides a list of which local authorities have prepared their CE Reports and have started the variation process.
