Planning Regulator welcomes the Accelerating Infrastructure Taskforce recommendations

The Office of the Planning Regulator welcomes the report and action plan of the Accelerating Infrastructure Taskforce, published today, 3rd December 2025. Implementation of this report will deliver critical improvements in the delivery of infrastructure to develop our economy, our society, protect our environment and support proper planning and sustainable development. Coordinated and timely delivery of housing and critical infrastructure is a critical foundation of an effective planning and development process.  

The Accelerating Infrastructure Report and Action Plan sets out an ambitious programme of measures and key actions for the planning sector, which the OPR looks forward to assisting in delivering. In particular, the OPR welcomes the opportunity to build on its existing training programmes for local authorities and key stakeholders to ensure consistent application of planning legislation and policy, as well as working with the Department of Housing, Local Government and Heritage to drive continuous improvement in the planning sector, including enhanced monitoring of performance and better information systems integrating planning, infrastructure, and environmental datasets.

These actions will underpin the implementation of government policy, that is central to the OPR’s mandate. Through effective, efficient, and consistent planning, the OPR plays a vital role in enabling proper planning and sustainable development as set out in Government policy such as the National Planning Framework and in the Taskforce report. Early implementation of the report will accelerate housing and infrastructure delivery, ensuring sustainable development for Ireland amid the current housing challenges and infrastructure pressures. The Office looks forward to engagement with the Task Force, the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation, the Department of Housing, Local Government and Heritage and other key stakeholders in progressing the report’s implementation.

The Planning and Development Act 2024 was signed into law on 17 October 2024. The Act is being commenced on a phased basis to facilitate a smooth transition from the existing legislation to the new legislation. It is important to note that transitional arrangements are in place. This means that certain elements of the work of the OPR remain under the previous legislation during this time.
