Important changes to planning law are taking effect as the Planning and Development Act 2024 is being commenced on a phased basis.

Latest Elected Members Training

The Office of the Planning Regulator, (OPR) in conjunction with the Association of Irish Local Government (AILG), held two in-person planning training events for local authority elected members earlier this month. The training provided elected members with an “Overview of Emerging Planning Legislation and Policy Guidance”.  The training was delivered in Mullingar and Castlecomer on 15 and 17 June respectively.

The presentations dealt with:

  • ‘Reviewing Development Plans – Key Trends & Issues’ delivered by Niall Cussen, Planning Regulator. 
  •  ‘Update on the Planning and Development Bill 2022’ delivered by Eugene Waters and Mary Jones from the Planning Legislative Review Unit of the Department of Housing, Local Government and Heritage.
  •  ‘A General Departmental Update’ delivered by Colin Ryan, Senior Planning Adviser from the National and Regional Urban Planning Policy Unit of the Department of Housing, Local Government and Heritage.

One of the OPR’s statutory functions is to conduct education and training programmes for members of planning authorities in order to reaffirm their roles and responsibilities within the planning system and their functions in relation to ensuring proper planning and sustainable development.

The Planning and Development Act 2024 was signed into law on 17 October 2024. The Act is being commenced on a phased basis to facilitate a smooth transition from the existing legislation to the new legislation. It is important to note that transitional arrangements are in place. This means that certain elements of the work of the OPR remain under the previous legislation during this time.
