Freedom of Information (FOI) Publication Scheme

Section 8 of the Freedom of Information Act 2014 requires FOI bodies to prepare and publish as much information as possible in an open and accessible manner on a routine basis outside of FOI, having regard to the principles of openness, transparency and accountability as set out in the Act. The scheme commits FOI bodies to make information available as part of their normal business activities in accordance with this scheme.

The OPR’s FOI Publication Scheme is set out below.  Each link leads to a page containing relevant information in the category or links to relevant information on the OPR’s website.  The OPR will update the scheme on an ongoing basis.

Financial Information

The OPR is committed to making every effort to pay its suppliers promptly. Payment of invoices by the OPR is governed by the Prompt Payments of Accounts Act 1997 as amended by the European Communities (Late Payment in Commercial Transactions) Regulations 2012 (Statutory Instrument 580 of 2012).

Procurement

The OPR avails of the services of the Office of Government Procurement (OGP) to source the contracts under which the majority of our goods and services are procured. The OGP publishes its pre-tender, tender and award notices on the eTenders website and related information on the OGP website.

In the event that there are OPR specific tenders which do not fall within the remit of that Office, we will publish these directly on the eTenders website in accordance with public sector procurement requirements.

FOI Disclosure Log and Other Information to be Published Routinely

In accordance with the Act, the OPR’s FOI Disclosure Log is published to our website. The Disclosure Log provides details of FOI requests that do not relate to requests for personal information incorporating information on the date of the request, the category of requestor, a summary description of the request, the decision made and, in the event that the request is granted, the date of release of records. In line with its statutory remit, the OPR evaluates statutory forward planning processes for consistency with relevant regional or national policies and in doing so issues recommendations to planning authorities.
